Collecting MA Sales Tax on Upholstery

Paying sales tax on an upholstery job in Massachusetts can be confusing.  The MA Department of Revenue regulates upholstery as a “Fabrication”.  The total invoice amount is taxed at 6.25%.  Labor, supplies and fabric are taxable. Labor and supplies are taxable even if the customer supplies the fabric.

Overview of a typical upholstery job

Communicating with the customer about the project by email, phone or personal visit → picking up the furniture → preparing the furniture by stripping off the old fabric → gluing the frame if loose → tying the seat and back springs if needed → cleaning or refinishing any exposed wood → completely replacing or adding to the padding →  replacing seat and back loose cushioning → applying new fabric includes cutting, sewing and matching of patterns → delivery back to the customer → Customer is 100% satisfied
